A Guaranteed Basic Income would make most of this irrelevant :-)

In those places where the idea is already in place, there has been no evidence that it encourages "idleness". Why would anybody work if they didn't have to? It turns out that many people get bored, and just want to do something. In particular, artists and artisans can be much more creative if they don't have to work at a day job just to stay alive; they can write, or play music, or paint, or make hand-made furniture or clothing or pottery, at their own pace - and, of course, they're free to sell their work if they wish, or if anyone wants to buy it. Overall, it appears that the basic security of knowing you will always have a place to live, enough to eat, and medical treatment at need, makes people more productive, not less.
